Ms. Castillo served as the Vice President of Transportation for UnitedHealth Group and Vice President of Community and Strategic Engagement at UnitedHealthcare Community & State. She has more than 20 years of health care and managed care experience, specializing in marketing, public relations, communications, advocacy and business development.
Flora also served as the Vice President of Marketing and Business Growth at PerformCare, a member of the AmeriHealth Caritas Family of Companies, which is a national full-service managed behavioral health care organization that supports members and providers through specialized behavioral health and human services programs in both the public and private sectors.
Ms. Castillo has been a Director of the New Jersey Transit Corporation since 1999. She is also a past Chairwoman of the American Public Transportation Association (APTA). A passionate transportation advocate, Ms. Castillo is also a member of the board of the Women’s Transportation Seminar (WTS) based in Washington, DC, The Alan M. Voorhees Transportation Center (VTC) Advisory Board at Rutgers University and Transportation Diversity Council (TDC).
Flora has an extensive record of service to not-for-profit boards. She currently is a member of the Board of Directors of the Greater Philadelphia Health Action, Inc., the United Way of Philadelphia and Southern New Jersey, the National Urban Fellows, and the American Health Insurance Health Plan’s Executive Leadership Program Workgroup. Ms. Castillo is also a member of The Robert Wood Johnson Foundation and 8-80 Cities’ Open Streets Network of National Champions. She is also a former member of the National Hispanic Caucus of State Legislators’ Business Board of Advisors.
Ms. Castillo is actively involved in mentorship programs for young adults, women and minorities. For her commitment to public service she has received numerous awards and recognitions, including a member of the 2018 National Urban League of Fellows, 2013 Latina Trailblazer Award from the Statewide Hispanic Chamber of Commerce of New Jersey, the 2013 Hispanic Business magazine 50 Influentials, the 2013 Minority Business Leader Award from the Philadelphia Business Journal, and the 2013 Transportation Leadership Award from the Newark Regional Business Partnership.
Born and raised in El Salvador, Ms. Castillo immigrated to the United States in 1981. She received her bachelor’s degree in public administration from Long Island University, and is also a graduate of the Christine Todd Whitman Excellence in Public Services Series and The Leadership Inc. Program of Philadelphia.
